Humanitarian Assistance and Disaster Relief: Camp Coordination and Camp Management (CC&CM) Program

Description of the Project:

The on-going crisis in conflict, insecurity, drought, and floods an estimated 2.6 million people has been in Somalia, is yet again being threatened by a global health Pandemic and outbreak of the Coronavirus (COVID-19) which has been declared in Somalia with state of emergency. As such, the humanitarian community led by clusters is developed a new CPRP, CCCM operations guidance recommendations for COVID-19 align with HRP relevant guidelines on prevention and response procedures for the pandemic, COVID19.

The IDP settlements in Garowe and Gardo are mushrooming due to evictions and conflict over the land among other causes of displacement. The majority of IDPs settle in informal and unplanned settlements where the conditions are very poor and forced eviction is a common threat, many are displaced multiple times. The newly displaced people join those whose displacement has become protracted.

Most IDP settlements are manned by gatekeepers who often act as informal managers: Gatekeepers are diverse group of people ranging from community leaders, to business men, to landlords/owners; some are from the IDP communities while others are from the host community.

Supporting self-management and coordination structures/mechanisms would improve access to services and help the IDPs access better services in their settlements. Communication channels will be enhanced to foster information sharing in the camps with other service providers in the targeted areas.

 The project will assess the demographics of the site population against the high-risk groups as identified per WHO guidance:

  • Older persons, infants and those with pre-existing medical conditions are more vulnerable to COVID-19.
  • Map, assess, identify gaps and prioritize planned activities in consultation with site committees and other service providers.
  • Share and clearly informed all stakeholders of the prioritization criteria,
  • Map available services, nearby hospitals or clinics and referral pathways, ensuring all field staff and communities have access to relevant contacts and information and will discuss with service providers and local authorities on contingency planning and on scaling up WASH and health services in the sites, especially for high risk populations

The project will also develop service mapping mechanisms to track the population movements, trends of new arrivals, exiting individuals and returnees in the IDP camps. This will be enhanced by engaging focal points in the settlements, the focal points will conduct service mapping and record all the essential needs/gaps in the settlements.

The project activities will be implemented in two districts namely Garowe of Nugaal region and Qardh of Karkaar region, Puntland-Somalia. it covers Jawle IDPs and Jilab Camps 1 & 2  in Garowe district and all IDPs and refugee settlements in Qardho district.

Furthermore, when new displacements are reported they will be documented and shared with the CCCM cluster.

Camp management and camp coordination structures will be strengthened. The current UNHCR staff will coordinate with stakeholders and partners to facilitate access for service provision. Reports will be compiled based on information collected through CCCM Site reports and will be shared widely with all partners and stakeholders. Coordination with humanitarian agencies, communities, authorities and other stakeholders will be managed by the implementing partner and UNHCR as the cluster lead.

This is to ensure complementary, avoid duplication and maximize impact and efficiency. Reporting, monitoring and mutual learning exchange will also be ensured by implementing partner through joint planning, review meetings and field visits.


Project activities remain flexible and targeting affected population, considering the dynamics of the movement of the IDPs in the current situation. For instance, persistent force eviction, insurgent activities, clan and land issues, project activities shall remain fluid and dynamics, with design intervention that leaves enough room for modification to achieve the goal and objectives. As such, the project will have multi sectorial approach applicable to cover different locations in Garowe and Gardo while maintaining the current site management setting.
